The Obama politico's would be insane to hand this list over the DNC and expect the party leaders to manage it well. In addition, to a degree it violates a tacit trust between the supporter and President-elect. The wisest strategy would be to create a 501C3 or 501C4 or 527 and make it a honest-to-goodness grassroots organization. The White House could ask for help from this new entity to support causes, just like presidents ask for help from the AFL-CIO, the NRA, and other non-profit and grassroots groups. How many times have you heard a President say, "I urge all Americans to call Congress to support my plans." Nothing unusual about that.
